Lost Pomeranian 3 weeks ago, please help! (Arizona)

My toy sized Pomeranian, Dusty, was taken on April 17th which is 3 weeks ago today :*( He was groomed on April 1st and cut like a lion. But considering so much time has passed, his hair will be slighty longer than shown in these pictures. I miss him sooo very very much! He is very tiny, only about 5-7 lbs and multi-colored. Also he is very old, about 13 yrs old and has arthritus but most people think he is a puppy. He was wearing a Blue Diamond collar with and American Flag tag that had my contact information and a bell. I'm not sure if he is still wearing the tags and collar because no one has contacted me. The first picture was taken on April 8th and the next two where taken a bit earlier than that. I included a picture of his longer hair since he probably looks like that; the last picture.
