This dog is a cream colored chow that has been wandering the neighborhood for awhile now with a chewed off leash dangling from his/her neck. Dog will not let me approach and is losing weight. Dog WANDERS BETWEEN 55TH AND 51RST AVES just south of Northern ave in the Manistee Ranch neighborhood. I can not catch the dog and dog needs help!
