Paul Kou was born in 1933 in Tokyo from Taiwanese parents. He immigrated to the United States in 1971. He taught watercolor classes at Glendale Community College in Arizona. He exhibited in Taiwan, Taipei and well as Arizona galleries and museums. He has held memberships in the Arizona Watercolor Assn., the National Watercolor Society of China and the Sino-Japanese Fine Art Society.
