1981-82 by John S. Wilson 'Ruddy Duck' #1580 / 16,000
In 1979 South Dakota changed the duck stamp to a pheasant restoration stamp and John's painting of a pair of ring necks won the top prize. He repeated that feat for the 1981 pheasant stamp.
