CONSTRUCTION OPERATIONS & PRE-CONSTRUCTION MANAGER (REMOTE-ARIZONA REQUIRED)
Compensation: $80,000 – $100,000 annually (DOE) or $35–$45/hr contract
Employment Type: Full-Time (W2 preferred) or 1099 Contract-to-Hire
Location: Remote – Must have Arizona construction permitting experience
ABOUT US
We are a growing Arizona-based construction company operating throughout Arizona and the Western United States. We are seeking a high-level Construction Operations & Preconstruction Manager to take ownership of bidding, permitting, subcontractor sourcing, and operational coordination.
This is NOT a basic admin or generic VA role. We are looking for a construction professional who understands real-world workflows, compliance requirements, and preconstruction processes.
POSITION OVERVIEW
You will serve as the operational backbone of our company — managing bid sourcing, permit tracking, subcontractor coordination, and project documentation systems. The professional that fills this role will provide assistance to two company members and an onsite Construction Superintendent. JRA Construction & Development is a small, but mighty team, with two very involved owners.
You must be highly organized, proactive, and experienced in Arizona permitting and construction administration.

🔹 Construction Operations Management
*RFI and submittal log tracking
*Change order tracking
*Schedule updates
*Invoice coordination

*Maintain organized project documentation
Software experience preferred:
*Procore
*Buildertrend
*CoConstruct
*QuickBooks (Construction Edition preferred)
*Microsoft Project or Primavera (a plus)
🔹 Arizona Permitting & Licensing (CRITICAL REQUIREMENT)
*You MUST have direct experience with:
Arizona Registrar of Contractors (ROC compliance)
*City-level permitting in: Phoenix, Mesa, Scottsdale, Goodyear, Chandler, Tucson
*Maricopa & Pima County processes
*Online permit submission portals
*Plan revisions & resubmittals
*Inspection scheduling
*Special inspections & trade compliance

🔹 Subcontractor Sourcing & Compliance
*Prequalify licensed trades
*Verify ROC license standing
*Verify insurance & bonding
*Source subcontractors across Western states
*Build and maintain a subcontractor database
Required Qualifications
*5+ years construction operations or preconstruction experience
*Direct Arizona permitting experience (required)
*Strong understanding of construction workflows
*Experience supporting multi-state projects preferred
*Familiarity with construction software systems
*Strong written communication and deadline management skills
*Self-directed and highly organized

*Structured bid tracking process
*Weekly opportunity pipeline reporting
*Clear RFI & submittal workflow in place
Compensation- We are seeking a professional, not entry-level support.
*Strong Coordinator Level: $70k–$85k
*Experienced Operations Manager: $80k–$100k
*Senior Preconstruction Experience: $90k+
*Compensation depends on verified Arizona experience and software proficiency.
